IPOB Ban, Grouping As Terrorist Organisation Is Unconstitutional – Saraki Declares
Senate President Bukola Saraki says the categorisation of the Indigenous People of Biafra (IPOB) as a terrorist organisation by the defence headquarters and proscription of the group by south-east governors did not follow due process.
The military and governors from the south-east moved against IPOB on Friday.
In a statement on Monday, Saraki said due processes must be followed in accordance with the law before such declaration can have effect.
The senate president expressed hope that President Muhammadu Buhari would initiate the right process for declaring IPOB a terrorist group, saying this would demonstrate to the world at large that “we are a country that operates by laid down process”.
“I also wish to state that the announcement of the proscription of the group known as Indigenous People of Biafra (IPOB) by governors of the south-east states and the categorisation of the group as a terrorist organisation by the Nigerian military is unconstitutional and did not follow due process,” the statement read.
“Our laws make clear provisions for taking such actions and without the due process being followed, such declaration cannot have effect.”
Appealing for calm and Nigerians, Saraki called on all Nigerians to come together and find the right solution to the problem rather than worsening the crisis.
“Our brothers and sisters in the south-east, in particular, should continue to maintain peace and tranquillity and go about their lawful business. This crisis will not benefit anybody but would only expose innocent people to unwarranted danger,” it read.
“At this point, Nigerians outside the south-east who have worked to ensure that the crisis does not spread to other parts of the country deserve our commendation. I, therefore, call for continued efforts to sustain peace, unity and stability in all our communities so as to ensure that all residents, no matter their religion, tribe and creed remain protected and safe under the law.
“We must commend the military for their efforts in restoring peace to different parts of the country and sustaining the unity of the country.
“However, in the face of provocation, the military should allow themselves to be guided by their training which emphasises respect for human rights, even in war. Also, giving the nature of this particular situation, the military has every reason to be hesitant in the use of force.”
He said the army should not be over-stretched as there is need to protect the military “against dissipation of their fighting strength”.
The nation’s number three citizen also revealed the plan of the national assembly to embark on a “fact-finding mission” to the south-east.
“I want to also make it clear that the national assembly intends to embark on a fact-finding investigation aimed at determining what actually happened during the period of the military exercise in the south-east. We want to be able to sift the facts from the fiction and determine who did what. It is quite clear that all the facts are not yet known. We assure Nigerians that there will be no cover up. We intend to lay the facts bare.
“We want to remind Nigerians that the reason for embarking on constitution review by the national assembly was to enable us look into issues that are agitating the minds of Nigerians and creating tension among us. We have promised that the exercise would be continuous.
“We intend to keep that promise by further taking decisions that would strengthen and improve on our structures. The eighth national assembly, on resumption, will play its constitutional role by addressing all those issues that are agitating the minds of our people and over which they feel so strong.”

Let me tell you what happened. You can go to the bank with it…
The five governors met with Nnamdi Kanu, asked him what his issues with Nigeria were.
He told them “We want a referendum”.
They offered him money.
He refused.
They asked him if he will slow down at least for them to be reelected.
He refused. He stated clearly “there must be a referendum.”
The five governors stood in front of the press and promised to take his complaints to the presidency.
They met with the presidency.
They told Buhari “Mr. President, this guy cannot be bought. He wants Biafra by all means”.
Buhari asked them. “What can we do”?
They said. “We will give you Nnamdi Kanu, will you give us second tenure and allow us to loot?”
Buhari said “Deal”
They then devised a plan. In their plan, the army will come to Abia (and other eastern states) claiming they are going for Operation Python Dance 2.
Ikpeazu will then tell Kanu to relax that nothing is happening. He is covered. After Kanu has relaxed, then the army will attack.
This plan almost worked the first time. The plan also involved stationing the military all over South East to contain the Backlash after the assassination. However, something happened. The military men did not expect the boys at the compound not to run when they arrived. They were surprised at the suicidal nature of the boys ready to die to protect Kanu. So they retreated.
Ikpeazu again must act to make Kanu more relaxed so the army can then mount the second and last Maximum attack.
That was why Ikpeazu made the announcement about the Army withdrawing on Friday. That announcement was to induce Kanu to relax, sleep in his house and feel like he has been victorious. This will enable them attack, kill him and withdraw on Friday.
That attempt also failed. So Army was not happy and made an announcement on Friday indicating they will no longer withdraw.
They called the five governors and told them “You guys are not keeping to your side of the bargain”.
Now, they entered into their meeting and fabricated their last plan. “Let us proscribe IPOB, so Kanu will be shot at sight anywhere he is seen”.
My advice to Ndi Igbo. … Kick these 5 governors out by all means.

The fact is that everything is unconstitutional and shouldn’t have happened. How can militarized battle trained frontline army be sent to quench an ordinary agitation, the law must be respected as the life of civilians as well, people can’t just be killed and tortured in that manner with out bringing the officers in charge to face the law for innocent souls of armless civilians expressing their human right.
In no condition should people with out gun not even a terrorist should be killed in such manner unless in battle front armed but this case is clearly and every body knows it. They only protest and agitate which is the lay down rules for the masses voice to be heard.
Let’s stop the sentiment, the people have suffered and their eyes opened to the level of marginalization, this is clear to any body. Nigeria have never favored people of the South East And South South and no leader of Nigeria have taken to heart to make Nigeria better for the growing generation of Biafra after the war, No roads no jobs, no development plan, no infrastructure, no human resource management and development, not even a good education environment was provided. Education in south East and South South is the worst I have ever seen in my life.
South East region was related the fastest growing economy in Western Africa in the first Republic before what ever that caused the war and after the those infrastructure was destroyed it has not been rebuilt in other to make life better for the growing generation, rather sea port and other facilities was closed down and centered in Lagos and not their by making life very difficult for the people. Life is not like that, the tyranny mind of past military regimes should not be applied in our modern democracy.
Now people know their right and are willing to fight and die for their right because freedom is worth fighting for. It’s noble cause. If one is elected by the people to represent them, the elected have to represent with the interest of the masses at heart not tribalism and political preferences and differences.
A country that such policies and sentiment exist does not develop. You all past leaders failed Nigerians woefully and should be ashamed because you a failure to the people that elected you.
South East governors that recently banned the activities of the IPOB in the five Eastern State are the failures with the highest degree. You failed the people. Your people are killed in cold blood by the military and all you could do is to ban the group, what a shame, non of you condemned the act or show bitterness in the manner your people were wasted and intimidated well as they were the once that elected you to be in the position you are today. This is exactly what happened in 1967 before Late Gen Ojukwu declares before because he can not sit and watch his people be killed in the manner and he declared State of Biafra. Many of us did not experience what happened but I think all igbos and South South have seen example of what happen in 1967 .
You did not speak for benefit of the people rather your political interest, they people where grieving, looking for some one to come out and speak for a better future, non of you came out in a manner that you think is best to speak the mind of the people. Nnamdi Kanu came and the people gave him their mandate to represent and speak for them and all you could do after such assault on the people is to ban the group. It’s unexpected and very disappointing to people like me but the only thing I can tell you Governor is that the next election is coming then you will know that mandate belong to the people.
