Buhari Promises Women 35% Appointments, Shuns Restructuring

The President Muhammadu Buhari Campaign Organisation has promised 35 per cent participation of women in the Federal Government if re-elected, while ignoring the growing demands for restructuring.

The organisation, as part of events to officially launch the President’s 2019 campaign tagged ‘Next Level’, on Sunday, listed its promises in a chart titled ‘Next Level road map’ via a Twitter handle, @TheNextLevelNG.

The document grouped the promises into 12 sections, including Jobs, Infrastructure, Broadband, Technology, Power, People Moni Bank, The Entrepreneur Bank, Policy, Education, Health, Security and Anti-corruption, and Inclusion in Government.

Though Buhari, in March 2015, had vowed to implement the 2005 National Gender Policy, which stipulated 35 per cent appointive positions for women, the President repeated the promise.

The document stated, “To achieve 35 per cent in female appointments; more youth appointment on boards; special mentoring programme in governance with young graduate working with ministers and other senior government appointees.”

While proponents of restructuring had clamoured for state police, among other demands, the President only promised to devolve the payment structure of the Nigeria Police.

Regarding security and anti-corruption, the campaign organisation said, “Decentralise funding of police operations and foster true community policing by implementing direct transfer of funding to Police Divisions all across.”

It also promised to execute the second phase of the Farmer-Herder and National Livestock Policy “to end the decades-long conflict (between farmers) and herders.”

The President also promised to provide $500m innovation fund to the technology and creative sector to create 500,000 jobs, adding that the administration would train 200,000 youth for outsourcing market in technology, services and entertainment.

He also promised 300,000 extra jobs created for farmers and vendors in the school feeding programme.
